The Illinois CPA Society issued an Emergency Update today regarding an issue with the United States Postal Service and mailing of tax payments and correspondence to the Illinois Department of Revenue without a street address. This affects estimated tax payments due 1/17/23. In summary, he United States Post Office (USPO) has refused to pick up or deliver IDOR 1040-ES (Estimated Individual Payments) to the address specified on the IDOR tax forms (Illinois Department of Revenue–Springfield IL 62736-0001).
What to do: When mailing items to the Illinois Department of Revenue (IDOR) using the USPO address, include IDOR’s street address to ensure delivery. The correct address is:

101 West Jefferson Street, Springfield, Illinois 62736-0001

Some background: ICPAS Government Relations has been collaborating with the Director’s staff at Revenue for clarity of this issue. Our initial discussions alerted IDOR of the problem, and in turn the Director’s staff contacted postal authorities. Postal authorities specified to IDOR that this delivery refusal was not intentional and that there was no policy change by the Post Office to require a street address.

IDOR continues to work with postal authorities to rectify this situation with all deliberate speed. Revenue is also acutely sensitive to the potential impact of penalties and is currently working on a course of action.

Conclusion: Out of an abundance of caution, use the street address provided above for IDOR when submitting tax related issues and correspondence. ICPAS will continue an open line of communications with the Director’s office on this issue and will provide additional updates as they become available.
